To take from the "For Dummies" book (FYI: I recommend you get, or at least read it if you're new to art programs),
"There are a lot of programs for making art, but few for actually making comics."
Manga Studio fills that void and does a great job doing it. I'm not well practiced with it yet, but I like what I've been pulling together in the time I've worked with it. This is an ideal choice for would be comic makers.

Just be warned that Manga Studio does not animate. It is great for drawing freehand with lots of color, background, and textures, but it is only for comics and illustration. If you want to be able to animate, you have to get the Anime Studio. Also, the debut version does not come with many gradients, effects, and vector graphics.
